Paste an image URL, choose a format and a maximum width, and compare the four results. Look at the images, not just the kilobytes: the point is to find the setting where the file gets small and the picture still looks like itself.
Resize first, compress second
Most of the saving is in the resize. A 4000 px photograph displayed at 1080 px is carrying four times the pixels it needs, and no amount of quality tuning fixes that. Set the maximum width to the size it will actually be displayed at.

What quality should I pick?
