Builds the pinned first comment from an opener, links, timestamps, a correction and a disclosure, then checks it against the comment limit — which is not the description limit and is 150 characters on TikTok. Says which networks make timestamps clickable and which make links dead text, and trims from the bottom so the disclosure survives.

Comment limits are their own thing
A YouTube comment holds 10,000 characters where the description holds 5,000 — but an Instagram comment is 2,200 and a TikTok comment is 150. That last number is the one that surprises people, and it is why a TikTok "link in bio plus timestamps" comment does not exist.
Timestamps are only clickable on YouTube
Typed as 1:23 in a YouTube comment they become seeks automatically. Everywhere else they are plain text — still useful, but not links. Note that comment timestamps never create chapters; only the description does that.

Do timestamps in a comment create chapters?
No. On YouTube they become clickable seeks, which is useful, but chapters on the progress bar come only from the description.
Should the disclosure go in the pinned comment?
It can be there and it should not only be there. A pinned comment is one tap away on every network, and the FTC’s position is that a disclosure requiring a tap is not adequate on its own.
Why use a pinned comment instead of the description?
Because you can edit it later without touching the upload. Put the things that change in the comment and the things that never change in the description.
